Do people who believe in free will believe in an identical parallel universe people would behave differently and make different decisions?

You're confused. As the two things are not related. The so called "parallel universe" theory or "multiverse" is a minority theory. One which tries to theorise a possible model of reality and purely physical existence. Doesn't do it very well, though, but it opens the possibility of everything being self contained and thus part of a "process". Free will on the other hand is about individuality of the soul and personality of the mind. God gives the Oscar or Wooden spoon in the end based on how well you managed his script within your limited remit.
