Did any sects deny khilafah in Muslim history?

The Najdat faction of the Khawārij was considered one of the worst of all the Khawarij, and yet, how many Muslims today who deny the need for Khilafah sound just like them.
'The Khawārij, as a whole affirms the legitimacy of the Imamate... [except] Zarqan narrates from Ah-Najdat that they say that they do not need an Imam: And that they only need to learn the book of Allah SWT among themselves' Abu al-Hassan al-Ash'ari (324 H), "Maqaalaat al-Islamiyyin"
