At the dawn of Islam is it possible dogs were clean animals?

In the ancient world there were a tribe called the Scythian or Sacae who were the enemy of arabs and jews . these people were called dog like by the semitic civiliztions of pre-islamic arabia . could it be that scythians were considered unclean and not dog the animal ?
