Why aren't both treated equally? Doesn't Islam believe in equality?

Modesty is required according to the Qur'anic verse:
"Say to the believing men to lower their gaze and guard their modesty" (Qur'an: 24:30)
While the extent of covering is not as much as it is for women, men are required to cover from the navel to knee and to dress modestly in loose-fitting clothing.
